Issuing Partial Refunds Without PayPal?

So, since eBay has now stopped using PayPal to collect sales and we have to use our bank accounts (a decision that still makes no sense to me) . How can we issue partial refunds to buyers (for combined shipping)? PayPal was set up to do that. My bank isn't. Is there a way through eBay to do that? At the moment I am not finding anything.

You should be able to do this through buyers order.

Next to delivery date is an arrow  Click on this and select send refund.

Amount paid will be shown and next to that under refund put in the amount you want to refund.

Orders tab --- orders 'paid and shipped' -----> click drop down next to the order and select 'send refund.'  You can refund the specific order, or the entire order ('order level').  It's actually easier than Paypal - you don't have to go off site to do it.
