Is there an issue with processing payments?

I'm trying to buy an item but keep having my transaction cancelled because "payment couldn't be completed".  I've tried PayPal (both debit and CC) and direct CC.  I see the CC transactions going through (via my bank's client site) and then being refunded seconds later, so it really doesn't seem to be an issue on my end.  I'm curious if other buys are experiencing similar issues.  I'm in Canada, if that matters.
