You're not ready to sell if you have to ask those two questions. 

It takes 2-4 weeks to get approved after you link a Payoneer account for managed payments payouts and a credit card for seller fees. You gov  requires you to have a business license. While you wait to be approved go to eBay Seller School. It's free.
