how do I opt out of Ebay managed payments.
I do not want it at all
I am happy with using paypal
I do not want to have ebay manage my payments and send money into my back account

OMG I sold for the first time since early last year, to avoid problems I always required Pay Pal now I find out Ebay has blocked that and I could not????????????? ** Really, it worked well for me for years, now imperial EBAY has dictated that not only I have to ship without being paid, the money may be released in 24 hours but ship now, now, EBAY has a history of not being responsible, they are not responsible for our listing items, they are not responsible for the buyers scams, they are not responsible for anything but making sure the sellers pay pay pay pay and ebay making huge profits for what not being responsible.
Change? Yes but be caught in a dictatorship ? WOW Give us back choice.

You consider Managed Payments to be "caught in a dictatorship"?

It appears you have missed some very important emails from Ebay. The transition for sellers to enter Managed payments started in the summer of 2020. Ebay's goal was for all active sellers to me in MP by the end of 2021. They met that goal.
As sellers like yourself come back to selling on Ebay they require you to sign up. It is however important to pay attention to the changes that happen on the site during the period of time you are not selling if you plan to return at some point.
Nothing changed for your buyers with the exception of a couple of additional ways to pay. Buyers are still welcome to pay with Paypal. It is sellers that can no longer receive their payments in PayPal.
I'm unsure as to why the name calling and angst against Ebay. The development of MP has been no secret and has been going on for over 4 years. It isn't a "dictatorship", Ebay OWNS the site, you don't. They have every right to set the policies for the site just like, Amazon, Etsy, Offerup, Poshmark, Mercari, etc. have.
Choice is going to come back regarding payment processing. So your choice is to register for MP or sell on a different site with the hopes you can find another site that suits your needs that doesn't have their own money processing systems as all the larger sites do.
