I need to reduce shipping on a multipe international order and ebay doesnt allow sending an invoice

Someone from France ordered three of something I'm selling.  I said to just buy it without paying and Id send an invoice with reduced shipping.  Ebay however doesn't allow sending an invoice to international buyers.  How do I then reduce the shipping?

Cancel the orders as a problem with the buyers address.

Make a new listing for all three items together and the buyer can buy it again.

Let the buyer know what you're doing so they don't get upset when you cancel the orders.
