I can not get a human to explain to me how I sold an item for $12.92, got 9.07 deposited in my account two days later, and on the third day had the $9.07 withdrawn and was sent a bill to my account stating that I owed Ebay 36 cents! I did not sign up for auction, promoted, or any of the other money taking things! I am so mad! How dare you steal from the poor! I do not have money to give to ebay! I do not have goods and services to give away to billionaires! Give me my $9.07 back!

Did somebody other than you, yourself, create that listing with your name, without your knowledge?
Or did you, yourself, in fact, intend to sell those nine bangle bracelets on eBay? You've sold 13 things on eBay since mid-January of this year. (My selling ID is envious; she's sold only two things all year.)
Have you noticed that eBay retained fees on your other sold items?
I'd say that $9.07 seems about right as the payout from a $12.92 sale after Final Value Fees (FVFs). I wonder if, perhaps in the past, eBay refunded one of your buyers. In that case, yes, eBay will recover that refund from you. But you haven't provided those kinds of details, so this "refund" scenario is kind of a guess.
The process for setting up all eBay listings has several notices, along the way, explaining that fees will be applied. Also, clicking to publish the listing is deemed to be your acceptance of eBay's policies and practices. Part of the problem you're experiencing may be due to the fact that eBay's Final Value Fee (FVF) percentage for Jewelry is 15%. That's eBay's second highest category of FVF percentage.
