22-10279-71657 is an ebay order number that is associated with a purchase you made.
Go to the account on which you do your buying and look at your purchases to see which order has that matching number.

Search your email for eBay and see if a purchase email shows up. Login to that account.

Is is a credit card charge? If you just signed up and gave them a credit card number they check the card that way. The charge it taken back off it just to check it's a working and your card. Might be that.
