Your bank is blocking the payment. Do you not know why they're doing that?  There's not enough foreign reserves  to make currency conversions. Contact your bank.

First, call the bank and say you want to pay on eBay for the item, after that bank gives permission.

There would be rioting in the streets if US citizens had to get permission to use their debit card to pay for items. It's none of their business where you want to use your card!

It's your money and you should be able to spend it whenever you want to spend it, and wherever you want to spend it. 24/7.
