How to talk to a live support representative

I have a fraudulent charge on my ebay account and there is zero way to report it. I want to talk to a live representative but it seems like ebay only has garbage automated systems. 

Where can I call to talk to a live human?

Hello, I'm not sure you can chat or talk to eBay CS live But you can leave a email for them. They'll reply within 1-2 days. Go to Help and Contact >> Contact us >> Choose your option.

There is Ebay automated IM, live IM with a CS rep, and having a rep call you.

The live people are outsourced and not EBay employees. They are all useless.
