You can sell on either a personal or a business eBay account but the Payoneer account has to be the same type of account. Link an Individual Payoneer account to a personal eBay account, and a Company Payoneer account to a business eBay account.
Payoneer will let you know right away when you're successfully linked. Then it takes eBay 2-4 weeks to approve you after linking. You'll get an email from eBay when you're all set.
You'll also need a business license and a payment method for seller fees that aren't taken from your payouts.
