How to get a refund when seller hit "cancel" instead of "refund"

I purchased an item and paid for it with paypal. Seller doesn't have the item. Seller hit "cancel" on the order rather than "refund" and now I can't get my money back. What are the next steps? I can't do anything in paypal and there doesn't look like anything I can do in ebay either.

If the seller canceled the order, the refund is automatic. 

If you used a c.c. to fund the payment through PP, the credit will go directly to your c.c. account but it might take a couple of days to show on the account. You won't see it in Paypal although the ebay transaction should show as canceled.
