Customer did not receive the order in a timely manner. I sent customer a duplicate order.
Both orders have been delivered. Customer does not reply to emails regarding receipt of delivery.

You can't.
It is between you and the buyer if you want the buyer to return one.
You would need to send them a shipping label.
