How to accept payments utside the US. Can't find the setting!

I don't usually sell outside of the US but I received an offer from a buyer in Canada that I accepted. However, he can't pay for it because somewhere in my preferences I must have a setting that only allows payments from the US.

Where do I find the setting to change so that I can accept non-US payments?

There isn't any setting like that in eBay, but there is one in PayPal. So you need the change the setting on your PayPal account.
