I remember when eBay made the switch from PayPal to Managed Payments one of the promises was that the experience would be more streamlined and we wouldn't have issues of having to deal with two different companies when we had issues with a order. No more problems like winning a case on eBay only to have the buyer challenge it again on PayPal.
But, no, turns out not only is that still kinda a thing in the new MP reality, it's somewhat worse than that.
About a week ago I had a buyer say they never received their item. Tracking clearly shows delivered and the buyer admits this, but says it's not there. I suggest the buyer check all around their house, with neighbors and immediately call their local post office -- but advise them if it says delivered there's nothing more I than do. You know, the usual response. A few years ago I would have just trusted them and given their money back but with so many scammers pulling this, I can't anymore. Delivered means my work is done.
When they let me know about this they didn't do it as a regular message, they did it as a request, which as you know incumbers MP payout funds until its resolved.
Now here's my first thing: this should never happen. If the tracking says delivered now only should a "item not received" case automatically close in my favor but they shouldn't be allowed to even open it. eBay already has the tracking and it's an eBay label.
But for some silly reason that's not how it works so I have to call/chat with eBay to get them to manually close the case, which they always do because this is one of the most black and white policies they have.
That should be it, right? You'd think so, but you'd be wrong.
You see, I learned today the buyer can dispute the payment with their payment provider even in these situations and the funds are held AGAIN. So what do I have to do? I have to provide the tracking number proving it was delivered -- but I already did that the first time! And they already had it anyway! So the proof has been given, so why do I have to go through this? Not only should eBay protect me as a seller, this should automatically happen because they have the tracking. I realize because these disputes take time there's a process that has to play out, but if I can prove it's delivered to them why wouldn't they just go ahead and rule in my favor and release my funds instead of making me wait for it to play all out when the conclusion will be the same?
And this is what I mean by "it's somewhat worse" because with PayPal if I had a dispute like this and I proved delivery they had seller protections so that they would quickly rule in my favor and release the funds they were holding. In fact usually as soon as I uploaded the tracking it was INSTANT.
This shouldn't be a thing.

@voguevintage eBay ALSO promised to go to bats for Sellers in the unlikely event of a charge back via a credit card dispute ... what eBay did when they first announced MP was try to make it sound like something it wasn't AND something it was NEVER MEANT TO BE.
They even said Sellers wouldn't have to be troubled with transfering their money from PayPal to their bank account ... like THAT 30 second transaction was BIG DEAL ... you would be hard pressed to find a single thread here on The Community where Sellers were crying and moaning and groaning that they had to go through the arduous task of transferring money from PP to their bank ... NOPE. And you won't find complaints over on PayPal's community complaining about that task either ... NOPE.
MP was NEVER EVER about Sellers and the Streamlined system was ACTUALLY PayPal NOT MP ... of course like some people and organizations if you keep repeating something long enough you'll actually believe it to be true even though it isn't ...

According to an eBay rep: "Seller protection will likey kick after 7 days the account will automatically update"
So I have to wait 7 days and and then supposedly my funds will come off hold.... I shouldn't have to wait at all. I already won a case with them with the same tracking number for the same transaction. Ridiculous.

CCC makes the ruling. eBay can not decide the outcome.
As I understand it, the process was pretty much the same with PP.
Hopefully you will be afforded eBay "seller protection" no matter how the CCC decides.
I had one since joining MP. The CCC erroneously found in the buyer's favor. I was protected, funds released, and not charged the $20 fee.

The point of seller protection is eBay reviews the facts and if there's enough they go ahead and rule in your favor and release your funds. This is not deciding the outcome, but protecting sellers.
This is what PayPal did: as part of their seller protections they would go ahead and rule in your favor if they had the evidence and not wait for CCC to decide the outcome. The point is, you weren't burdened as the seller, and that's how it should be.
