I'm not sure I understand your question as it is a bit vague. New people concerning what? Benefits for what?  I don't think you'll get many answers considering the content of this post is incomprehensible and really doesn't make any sense.  Sorry.

Being new to eBay or new to selling doesn't give you benefits or perks.

Sometimes eBay will offer you a promotional credit or coupon on your first listings to entice you to sell. Or get back to selling.

Is that what you're referring to?
