Scroll down to "need more help"
Click on "contact us"
If you did not get your item you can request a refund. You should not need "eBay staff" to do that.
Sometimes easier to post here for guidance.

eBay disabled CS phone service for cold calls in early 2020. Some inquiries on the help pages will present a call option and an access code.
Most issues can be solved without CS intervention and there is a wealth of experience on this forum if you want to post your questions here.

You may have to go through several prompts to access a live agent.

Chances are you will get a call back from a third party hire that reads from scripts or they'll tell you anything you want to hear.
The Mentors here are eBay's volunteers that are quite knowledgeable so you might want to ask here.
