I've been on ebay for over a decade, both as a seller and buyer. About three to three and a half months ago, I started selling some things after not selling for close to 3 or 4 years. All funds were withheld till I jumped through various hoops. I've sent in driver's license for picture ID verification, I've done the mini deposits verification through bank even though my banking info hasn't changed in many years. After they finally started sending my payments to my bank, it wasn't but a couple weeks till they started holding my funds AGAIN. I called and talked with someone. They started releasing my finds again, then a couple weeks more of sales, and they started holding my funds AGAIN. So I had to call again and finally got them to release funds. I've had no problems or complaints from customers nor any returns thus far. This happened three times in a row. During my next phone call I was assured everything would be given the go-ahead and wouldn't have this problem anymore. Boom, then today I log into my account and see I'm back on restriction AGAIN and funds will be withheld till who know when.
So every two weeks I can look forward to this shoddy treatment? This will be an ongoing thing? Today when I called and spoke with an ebay rep, I was told that ALL sellers are undergoing a hold right now, which I'm finding a little hard to believe. No, I think it's just me being treated this way, for no reason.
I'm hesitant to list anything else right now for fear Ebay decides to keep all my money indefinitely. Are they having financial difficulties? Are they with any of these problem banks? For them to scrounge around and hold onto my money is sending up big red flags in my mind. I'm told this is for my "protection", yet I feel it is more bordering on harassment than any protection they profess to exhibit for any seller.

"... I was told that ALL sellers are undergoing a hold right now, which I'm finding a little hard to believe."
^^^ I can address this part. You're not crazy. ALL sellers are NOT undergoing a hold right now. eBay 'call in'... ay, yi, yi...

Just got off the phone with ebay AGAIN, told them I didn't appreciate the lie I was told earlier about all sellers having their funds withheld right now. I was told it IS true, that ALL sellers will be getting reviewed and funds held in different groups soon and through the year. They're supposedly going to work their way through everyone in different batches.
So is this a new lie or a new threat?
time will tell...

Update! Woke up this morning and logged into account. There was a new message waiting for me titled "We sent your payout".
So evidently they've seen the error of their ways, and someone with some common sense reversed my holds again after examining my account. I just refused to be bullied by this company.

Not sure if this is what you are running into, but, new sellers/returning sellers/infrequent sellers are subject to having funds held.
It is a written eBay policy. It may continue to happen.
Also, as you may be starting to realize the everyday run of the mill CSR that we get in contact with will just be reading off a script to provide answers.
They have no ability/authority to do much of anything other than give you a scripted answer to get you off the phone, and on to their next call.
edit to add.......... there have been some posts from other sellers that have accounts "reviewed", and ask to update info. Even current regular sellers, so there may be a little truth to that ALL sellers will be getting "reviewed".

I too have been getting the run around and something is going on. I been a customer for over 19 years and never had a issue. I listed a item for Over 7k and the item sold. I called ebay because the funds had not cleared and wanted to be sure I would be getting paid before I shipped. The rep ensured me I would get paid. I mailed the product to the buyer. I was first told i needed to update my checking account. I did online. I then was told I had to wait 3- 4 days for two small deposits to go in my account. I called back and then they said was a problem with my verifaction. Call back again and they said due to the amount of sale they are putting a hold on the money. I first rep told me could be 2 weeks before I got paid. I called again anf told them this was unacceptable and needed to speak to manger. He told me he would try to escalte and remove hold. On saturday I recive a email that hold had been lifted and my funds would be available in 24 hrs. Monday still no money. I call again and they say now its on hold because they need verification, Photo ID. I upload that on monday. They tell me now I got to wait 48 for that to clear before they release. Also when I went in they asked me to re vierify my checking which I know will string it more. I dont even know where to begain to try to get my money. This is truly sad that they are taking peoples money and not paying them

Payments can be held if the item is $1000, if it's In a high risk category, your pattern of selling has changed, you're a new seller, or you sell infrequently. If a dispute is filed they can be held.
In the past you were a "new" seller until you sold 25 items valued at $250 and it's been 90 days since you started selling. Your payments were held until then.
Best advice is to sell often and don't let more than 90 days go by since your last sale!

You only sold two items recently and one was for $9000.
Those funds will be held for 30 days.

I had opened a new account and the money was held on every sale until after I made 10 sales. This took almost a year. I never asked about it because I had already read that a new seller would have their money held for up to 30 days.
After the first sale I received notice the funds would be held for 30 days. As soon as item was shown as accepted by carrier the 30 days was changed to two weeks. I had a few two weeks holds and then for the rest of the sales the funds were released day after delivery. After the tenth sale, all funds have been released the next business day.
I never asked eBay what was going on because I already knew what to expect and all went as expected.
I think sometimes that asking for help early, can cause more problems then there would be if you just let things run their course.
