Is there any phone number that ebay actually answers? I sold an item three weeks ago and still have not been paid. Since they switched away from paypal this has turned in to a freaking joke. Please help[ with a phone number if there is one, thanks...

Are you saying the buyer actually did not pay, or that you don't see the money in your account?
Did eBay tell you to ship or not? Without that message, you did not actually ship, did you?
If you were not actually paid by the buyer, you need to open an UPI case if eBay does not open one for you.
You probably don't need to call anyone, but you'd have to return and give further details, including answering these questions, for us to know for sure what advice to give.

Wowzer. No phone number that I know of. If I'd sold an item three weeks ago, it wouldn't still be unpaid...
I would have cancelled (automatically) for non-payment two weeks and two days ago.
Do you still have the item in your possession?

What do you need to call about?
Just cancel the transaction because the buyer hasn't paid, you could have done that 16 days ago

Selling here for almost 22 years I've had several 100 NPBs
And I've felt the need to call eBay about NPBs zero times.

ARE you saying that the buyer did not pay or that you have not received sales monies from eBay???
If you have not sold anything in the past year, there will be an automatic hold on your funds of at least 3 weeks and/or until item has been confirmed of delivery.
If the buyer has not paid, that is another process that you will have to fulfill by either canceling the transaction or filing non-payment case.

And, if it's those car seats, you listed them with preferred local pickup. Local pickup items, as you may be aware, are to be paid for when the buyer comes to pick them up.
And, BTW, as you can see, we have more questions than answers, so how about returning and explaining with further details if you want help or advice?

Adient is the worlds largest seatmaker
they control about 60% of the OEM market
there was a fellow last week who wanted to ship car seats and that was all I could think about was box cars full of car seats going to GM or Ford
they look bigger than stuffed animals.
I woud cancel for non payment.they still have to pay regardless if they are picked up or not

If you have not been paid, do not ship.
If you did ship, before you confirmed payment, you are out the item and the payment.
If you have not been paid by the customer, you can open an Unpaid Item Dispute with the Resolution Centre at the bottom of this page.
EBay is moving to make this automatic after four days, but it is still optional for most sales.
There have been complaints about Managed Payments not transferring cleared customer payments to the seller's MP account or to the seller's chosen bank. Is this your problem?
I was in that situation, and after I corrected the problems (on three of my selling accounts, by the way) all the Held funds were promptly transferred to my bank.
In one case, after my chosen bank had received several transfers, MP suddenly decided it was not allowed and I had to (after whining and complaining) open a different account at a different bank to get my payments transferred. I am still not happy about that.
