I had a buyer file an INR request after the item was 3 days late, and I waited the maximum time allotted but ultimately had to send a refund. 2 days later the item arrived. That was almost a month ago, and I still can not get payment from the buyer. I have called eBay 7 times, and they keep giving me the run around, even closing the case in the buyers favor once (HOW?!??). The buyer is completely non-responsive, both to PayPal invoices and my eBay messages. I have reported him, filed a claim, and nothing is happening. Each time I call they tell me all they can do is file a claim and forward it to the claims department. Someone, please help me! I don't know what else to do.. It was a $50 item, and I really don't want to just let it go

Sounds like eBay has conveniently put you off until your time to file an appeal has run out. Probably too late now but you can file a Mail Fraud case on the USPS website and an online police report and use those, plus proof of delivery, and use those to appeal the refund. However, if 30 days has passed since they closed the buyer's case, you are pretty much out of luck. Unfortunately, you ran into a dishonest buyer.

Ugh... thats so annoying! Thanks for the other ideas, I will think about following that route... Its completely on principle at this point. Ive wasted so much time on this its insane. All the fees we pay its really incredible that there wouldnt be a claims dept to talk to.... they make the decision with no communication whatsoever 😠
