Hi everyone:
I am a new seller and I had to cancel an item. It is the only sale I plan to make. I thought that a cancelled order would result in a ding on your account, but you were not charged a fee to cancel.
The buyer paid Ebay and the funds were listed as on hold. I was informed that funds would only be released to me once the item was received by the buyer. I have not shipped the item.
How can I issue a refund if I have not received any payment? If the sale did not happen how can I be charged a fee?

I would not be upset if it said I owed $0.30.
The balance of the refund to the customer will come from the funds on hold... not out-of-pocket. No worries.
