Yes, and it's all spelled out in the policy.
12.9% + 30 cents is the FVF on item price + shipping + sales tax = $3.92
$12.99 (item) + $12.75 (ship) + $1.93 (estimate 7.5% sales tax) = $27.67
12.9% of 27.67 = $3.57 + 30 cent fee = $3.87 (Not knowing the buyer's sales tax, I estimated at 7.5%.)

It's not much better at in person flea-markets. They have raised their fees and half the people looking are just the other sellers with nothing else to do.

The Final Value Fee on eBay is calculated on the price of the item, the shipping cost and the state sales tax, if any.
Pretty sure the fee schedule is clearly spelled out in several places. This schedule has been in place for several years.

eBay has always been in business to make money.
Back when they first started this business, they did not charge their fee on postage.
Part of their official corporate principles was a belief that people are inherently honest and good. Or words to that effect.
Then people started selling things like, oh, say, two heavy antique monkey wrenches, for an amount like $3.00 and a stated postage charge of $45.00. Which, of course, was dishonest and not true.
The result is that now all of us sellers pay Final Value Fees (FVFs) to eBay that are a percentage of (A) the cost of the item plus (B) cost of postage/shipping plus (C) sales tax plus (D) any handling charge plus (E) any other applicable fees. A+B+C+D+E = the total paid by the buyer, aka The Final Value.
Accept it or don't.

Its the one good thing of having all the fees in one place due to managed payments.
Final values are calculated on the final value of item, plus the shipping if any, plus the tax if any:
then the variable final value is calculated. Add to that is the .30 fixed value fee.
Note if a international payment (even if shipped in country) there is also the international fee as well.
Any promotional fees should be remembered as well as any listing fees:
If you are below standard there is higher variable final value fees as well.

Seems to me the only one you should be upset with is yourself for not reading selling policies and fees.
