False "Please check your payment details or use a different payment option." whenever i try to buy

i very recently made an account and have been trying to purchase something but every time i enter my cc info and try to checkout it tells me to re-enter. im 100% sure i entered it correctly and have enough money to buy what im buying. when looking at bank app it said the payment was pending but it eventually went away. now when i try to buy the pending thing doesnt even show up. 
What might be causing this? bank or ebay related, im new to banks and cards and stuff

If nothing there helps, click on the Contact Us link at the bottom of that page and select See More in the pop-up. That'll give you the Contact an Agent option and let you request a call back from CS.  They can tell you if the problem is on your end or the sellers.
