- "A hold has been placed on your eBay account. Our records indicate that your credit card has twice declined for payment, and/or your account is at least 60 days past due." whats that mean and how to fix this error.

1st please tell you card what type?
Ex: Visa or master

It means that the credit card that you have on file with eBay to pay your monthly invoice has been declined 2 times. You need to go to your Account > Seller Account and click on Make One Time Payment. Then give them a valid Credit Card, Checking account info, or pay with PayPal if you have an account. You need to click on Continue next to the amount owed on the payment page to be able to select a payment method.
Pretty sure once you have paid your fees, your account will be reinstated. You can also change your Automatic payment method on the invoice page.

Go to your Seller Invoice and correct the Automatic Payment method you have set up to pay your bill.
