How to fix error 99? Cant checkout items in my cart

This seems to be some programming error. Many reported similar problems, especially, last week when a lot of internet sites were down. I hope you can get it resolved so you can pay for your purchase(s). This hurts sellers and eBay alike.

I would try a different browser than s different device. 'If the issue continued have eBay call you through the help section to report the problem and add you to the list of effected users. If you are trying to pay for a auction item perhaps message the seller and let them know you are experiencing problems wit the check out and once eBay fixes the issue you will pay them just so they know you have not lost interest and do want the item.

I'm using the Android ebay app, and receiving the error upon submitting the order... no luck with any ebay online help faqs...

*edit* yeh 100% this is the case. I just got a message back using Opera browser confirming its because I haven't paid my fees. Greedy pricks! My fee isn't even that big! 

I'm having the same issue, even when I change browsers. The only thing I can think of if it's not an ebay server issue is that I haven't paid my ebay fees yet so they are blocking me from buying more stuff until I pay them their je... Dues. I might be wrong, thought I'd give my 2 cents
