Ebay taking fees...twice!

Anyone else have an issue with this??...Under Ebay's "Managed Payment" system, if a buyer files a dispute, or a request for a return, Ebay places a lock/freeze on the $$ for the full original total amount 'before' they deducted their final value fees. So yes, they are taking taking from you again fees WHICH YOU'VE ALREADY PAID! How is this legal? And please don't comment with "hey, you signed the user-agreement". Just because something is in a user-agreement doesn't absolve a company of an illegality. I've gone through this scenario twice now. The first time I happily took the item back from the buyer and issued them a refund, and guess what...Ebay still kept the fees.  I called them and was told the fee refund should have happened automatically and they apologized and promised to refund the fees. Still didn't happen, I had to call back several more times before they finally refunded them. And they no longer make it easy to speak with someone. I had to wait several hours for a callback, and several times I got a message that they were not offering call-backs due to high call volume. Clearly this is intentional with the idea being that most people won't go through the hassle and will give up. What a joke. Right now I'm going through a situation where the buyer claims to have not received the item even though tracking states "delivered". Ebay locked up the $$, again including the fees which I've already paid them. Got an Ebay rep on the phone two separate times and was told tough luck by both of them, that they are going to continue to hold the $$ until an "investigation" was completed, even though they can see the tracking says "delivered" LOL. And I'm a 20 year seller with a perfect "Power Seller" rating. Anyone know who I should file a complaint about this clearly unscrupulous  and potentially illegal activity with?

Not sure it answers your whole question, but eBay would put a hold on the full original total amount, because that's what they are going to have to give back to the buyer.

Yes I get that, but my point is Ebay is also withholding the amount of the Final Value Fee which has already been paid to them when the buyer purchased the item.

So to sum it up...when a dispute is filed, you are out the item, you are out the $$, AND you're out the Final Value Fee you've paid x 2!!

Oh another thing...they also freeze/withhold from you the amount the buyer paid Ebay in state sales tax lol. Which is something that was NEVER paid to you in the first place. It was paid by the buyer to Ebay

Look on your next invoice as that is where credits would be applied.
