Ebay's payment issues

Attempted purchase on eBay, received following error, “please check your payment details or use a different payment option”.

Reviewed my card and billing info, received the same error. Used PayPal, same error. 

The first time I received the error the money actually came out of my bank account and then refunded the money. Naturally, I called my bank thinking the denied the payment for XYZ reasons. Bank stated that eBay refunded the money and was an error on their end. 

Possibly thought the issue was that I was on a mobile device so attempted to make the purchase on the classic site, same error.

 Only solution I could find was to make a new eBay account. I then punched in the same billing/debit card information and was then able to purchase the item.
