Ebay Has not Released PayPal Funds After Reimbursing Them for a Case.

I sold a watch, and it got lost in shipping.

The buyer opened a case

- paypal sucked money out of my Paypal account to a negative balance.

The case closed in favor of the buyer

- Ebay paid the buyer.

I was prompted to reimburse $2115 to ebay.

I paid it with my bank of America debit card.

The Paypal balance never became whole, and I am expecting to have those PayPal funds released, and they haven’t. It's been a month. I've effectively paid $4230 for this $2115 refund.

I have had probably 15 conversations at this point, and the issue is still NOT solved. I discuss my issue with Ebays agents in detail and they understand, but they always have to review everything later or have someone else look into it, and nothing happens....  It seems the specialized teams do not look deep enough to see that I paid with my debit card AND via paypal. They just look at the paypal transaction and see that its refunded and the case is closed. 

What can I do if ebays Help is absolutely useless and a deadend... I need to get this money back, its been so long.

Have you tried contacting PayPal, you didn't say?  Next step, I guess in talking to your bank and maybe a lawyer.

Paypal Is assuming no responsibility, they said that ebay was suppose to use the funds from paypal to pay the customer. I don't understand why ebay asked me to pay them back  if thats the case, so apparently ebay is just holding onto my funds for no reason.  Here is the messed up part. I did go to my bank and file a chargeback, because I have paid for the same refund twice. I then got an email from ebay saying that my funds won't be released and that I now owe them still for the reimbursement because I created a chargeback... Its so backwards. I have to pay them to release my own funds. So I canceled the charge back, and nothing happened, I called them about it and there was a case opened and then the case was closed because someone didn't look deep enough again. Ebay is so dang hard to talk to- Its just outsourced people from india that barely speak english that don't understand what is going on and they don't relay the complexity of my problem.
