Doesn't the seller agree to the purchase before I send my money?

I sent in a $60 offer on a $75 pair of shoes. As the sale had been going on for some time I thought there was a pretty good chance the seller would accept my offer or at most bumped me up $5. Instead, I got no response from the seller but I received several communications from eBay that all say: "you have committed to buy this item please pay now".

 

Shouldn't they be asking me to wait until the seller agrees to the sale before I send my money? Is this something new? Is this some kind of new fraud? I've been dealing with eBay for many years. I've never run into this before.

It sounds like the offer was accepted. You need to check and see if the item is in your purchase history.
