Does anyone know what this means?

On an item that I am interested in buying it states, " Shipping is only available to the address registered in PayPal.

Please note that any address not registered in PayPal is not acceptable to ship." Does anyone know what this means, why won't they just accept the address linked to my eBay account?

Note. The seller is from Japan and I am buying from the US

Just make sure you have your correct address at ebay checkout time.

That's out-dated information that should have never been published in a listing even when it was relevant. Many buyers don't even use paypal as a payment method.

Years ago that was a thing, but not in the last 10 or 15 years.  

One thing you need to be aware of is that shipping from any overseas address could mean significant delays in you receiving the item.

The Supply Chain issues you see on the news are a real thing and affecting all kinds of items from food to cars.
