I want to sell an item with local pickup. If I understand correctly, it's eBay's policy that I must offer at least one payment type besides cash. So do I need to get a card reader of some kind to take electronic payments?

No you don't accept payments through a card reader. They pay on the app and give you a 6 digit code or a QR code you can scan that proves delivery.
