I have been an ebay member for the last 12 years. In the last month I have been having problem making payments since a genius at ebay decided to flag the items that I purchase that are cellphones as high risk item and prevent me from buying ramdomly.

I have spoken to ebay customer service, managed payments, checkout department more than 50 times. They tell me is an algorithm that does that and they cannot changed. I can predict that this will hurt sellers and buyers a lot. 

 

We need to get our voices heard and look for this to be fix or find an alternative free marketplace where you can purchase and sell without fake restrictions.

Please don't take this question wrong as I'm only asking to get a clearer picture.  I can see you are a very active buyer in electronics.  How often do you have a return?  I'm not trying to be rude or throw shade.  Sometimes that can have something to do with this type of issue.  I absolutely am not trying to say you have or are doing anything wrong.

Curious ...

By any chance are you attempting to use eBay gift card(s) to pay for yiour purchase?

I ask because that is the exact message that would I receive during checkout if the seller receives payment via their Paypal account & I'm using eBay gift cards.

Got the same issue here, changing browser doesn't help, mobile version either.

I have the same issue (Continue to PayPal to complete checkout or choose a different payment option) with ANY of methods ! None of the payment options works. (GPay, Visa, PayPal, PayPal Credit with or without gift card) It is definitely not a problem of PayPal or my bank etc. I think there is a problem with Ebay Pay system (It seems to me ver.2.0 or something ... some kind of update. I dont know exactly what is this, but heard about it) I think it checks something more than simple card status etc.

p.s. BUT, I'm not US resident and use a delivery-broker in US. So I have a different shipping address in my: "Delivery to" field. My debit card is not from the US.

Yeah, same! On eBay I can't purchase anything with my visa gift card, I think the website is just being glitchy or you made too many purchases in one day? Not quite sure but this is annoying.

Still having the same issue 15+ times called ebay customer service and they tell me its the algo and there is nothing they can do. Best suggestion I have is to open a bunch of accounts and switch between them. There seems to be a cooldown period for the algo to stop blocking your purchases.
