Buyers in Sri Lanka having problems paying using a debit card should contact their bank:

Your bank may be limiting your foreign transactions to $200 per month.
It may be possible to add your debit card to your PayPal account as a payment method and use it that way -- that seems to work for some users in Sri Lanka, apparently.

Because of a shortage of foreign currency reserves, many banks in Sri Lanka are blocking transactions that are in foreign currency, such as when you try to pay directly with a credit or debit card through eBay checkout. Because of this, it is doubtful that contacting your bank will help to solve this problem.
You can use a PayPal account to pay with your card, because PayPal converts the currency and charges your card in the local currency (rupees ). Apple Pay or Google Pay might also work, you can check those out for yourself if you wish.

There will be a shortage of foreign currency in your country. Then your country will limit you to pay for various websites to save foreign currency. If one of these websites is ebay then you will not be able to pay for ebay. But those restrictions will be removed once you open the country. Then you can pay.
Or you can still pay through paypal today. Because most countries do not disable payment through the paypal website.
However, you should contact the bank and check the validity of the card.
