I cannot make an offer with my paypal credit - it does not show up as an option, even when the seller states that they accept paypal credit. I have heard this is because ebay authorizes the payment immediately, but this makes no sense as I can use paypal credit on other sites , where it is authorized immediately and later drops off f the sale is cancelled, or never completed. What iis the real issue, and is there any plan to fix it?

As a buyer i have not found a way to implement pp credit when seller has immediate payment option turned on.
on those occasions, I have contacted the seller and they removed the immediate payment option for me so I could use PP credit as an option.

PayPal does not support an authorization hold function.
You can buy items outright but cannot get an authorization for future payment.
Before you pay at the pump to fuel your car, an authorization hold for a fixed amount is done. When you have fueled and the total is known a charge is made.
It appears that is the way Ebay is handling these transactions.
PayPal is a limited payment method and will probably cease having any role on Ebay as Ebay evolves.

what leads you to this conclusion (which i do not concur)
