Does anyone know how and where do you cancel a PAY in 4 transaction with PayPal ?

You could ask the seller to cancel the transaction. 

Why do you want to cancel? Maybe there’s something I’m missing.

You have to ask the seller to cancel the eBay sale.  If you only want to cancel the payment plan and pay in full you would have to contact paypal.
