The problem is your government says that at times some banks in SL will be limiting foreign transactions. You need to call your bank to resolve.

Can be below issue

• Your card has been blocked from online payments, Pls check with bank.
• Pls check seller accept paying method. May be Seller accept only PayPal.

If not pls contact eBay support

Sellers can not say they only accept PayPal. If you see that in a listing you should report it.
