eBay accepts debit and credit cards so if it said try another method you need to ask your bank or card provider why it's being declined.

Are you experiencing the problem where the charge actually "holds" on your account, but then refunds a few minutes later? If so, here is the real answer...
This is a common problem. Ebay knows about it but chooses to not fix it. It's been years. Ebay has an overzealous security system. It's been a couple years and they never fixed it. If they are declining your card, they'll also decline your Google Pay, Apple Pay, and PayPal payments.
From what I've read, there's an insane amount of effort that goes into their security. It could depend on the type of card (prime vs sub-prime banks), number of transactions on account, etc. I've found that my Amex and Apple (prime) cards will go through more frequently than my Credit One (sub-prime) cards. Sometimes you can wait a day and try again. I can usually get 2-3 transactions per day in before they cut me off.
I've also learned that they rarely decline a transaction under $100. That seems to be the exact threshold.
I run an independent industrial supply business. It's really hard to buy much on here anymore. Lots of wasted potential. I'm not sure that sellers understand how many sales they lose. Ebay could be a vast tool in the supply industry. But they stick to selling shoes and tchotchke goods.
They'll accept typical "consumer" behavior ("hey, I want to buy a video game this week"). But if you're someone who places multiple orders per day, you basically have to fight to get items paid for.
That's all my input. I've escalated through customer service many many times to get an understanding of how all of this works. Good luck getting your order in.

The problem is not ebay.
Buyers in Sri Lanka having problems paying using a debit card should contact their bank:

Perhaps you could pass this info on in your community, as there have been hundreds of posts here of the same from Sri Lanka ebay members. Thanks in advance for being helpful.

Actually this is what's happening with this OP. They are in Sri Lanka and it has nothing to do with holding their funds:
