I have a relative who wants to make a purchase using their own credit card. Is it necessary for them to make their own eBay account to do this? To be perfectly clear, what I'm asking is if I add their credit card to my payment methods, and use it to make a purchase, is this going to be a problem, since the name on the card and my name (eBay registered name) is not the same? I am wary of this personally, but it could be just fine as far as I know. This seems like it should be a common enough question but I can't find any posts about it. Thanks

Yes. You can go to the payments section on your my eBay page and add their credit card. You can then add their ship to address when the purchase is made. You have to remove it or choose a different card the next time you purchase or it too will go on to their card. I have made purchases like that so it does work.

No you can not add a CC that does not have your last name address and zip code attached to that card.

Shouldn't be a problem as long as the billing address is theirs.
People use stolen credit cards all the time.

You are responsible for all activity on your account no matter who buys or how it's paid. It will be on you if there's a problem.
