It's a problem with the bank that owns your debit card. Call the bank and tell them.

Can be below issue

• Your card has been blocked from online payments, Pls check with bank.
• Pls check seller accept paying method. May be Seller accept only PayPal.

Sellers can't only accept PayPal.  A buyer can pay with debit or credit, PayPal, PayPal Credit, Visa, Mastercard, Discover, Amex, ApplePay and GooglePay. eBay puts the methods a buyer can pay with in every listing and at checkout. You can't say you only accept PayPal. If a seller says that either they are using an old template when PayPal was the only way you could pay or they're a seller that is copying other seller's payment terms and they haven't read eBay Accepted Payments Policy.
