Hello good day,

I also had this problem. I contacted eBay customer service and I got an easy method to solve this problem.

All you need to do is go to a New Incognito Mode in Chrome or if you are using Microsoft Edge go to a New Private Tab. Log into eBay from that  and try to pay. It will work.
