If you're trying to use a debit card from Sri Lanka, there's a notice on the Central Bank of Sri Lanka website, that says they are allowed to be used for foreign transactions, but that some individual banks have limited their use for foreign currency transactions because of the bank's foreign currency reserves.

You may be able to use the card if you create a PayPal account and link the card to the PayPal account. Some people from Sri Lanka have reported that this works, possibly because PayPal converts the currency, and charges the payment in the local currency, rupees.
Or, you can try a card from a different bank, but that will only work if the other bank has enough foreign currency on hand, and hasn't put limitations on foreign currency payments.
