This is the second time a buyer has stiffed me on paying for a item that they have won do I need to wait for 4 days to relist  it’s been 3 since the item has a falsely sold

Ebay stops you from doing anything against buyers. They are protected by ebay. Sellers have zero protection and don't believe what the rules say. You can't leave bad feedback on buyers but they can for you. For your question you won't have to do anything. Ebay will snd you an ebay if you want to resist it in a few days.

If a buyer hasn’t paid within 4 days, on the 5th day you can go to your Seller Hub to cancel the transaction using the “Buyer hasn't paid” reason and this gives the buyer a strike and you can relist. In future to have eBay automatically cancel your transactions due to non-payment:

you should do the right thing and cancel after 4 days

its not really a good thing to relist an auction while you are still awaiting payment for it

 

after 96 hours you can cancel it and relist

sending a new invoice wioll restart the clock so that is not really something you want to do

Not sure what you're implying.  Once it's been 96 hours since the end of the listing/auction and the seller has not been paid, the seller can cancel, citing buyer did not pay as his reason.

"For your question you won't have to do anything."  That is not exactly true.
