I tried purchasing an item 3 times and was asked for billing info which is normally saved by ebay, so I backspace that page. However I was charge on all three attempt with no order detail shown or me confirming payment. Also I was only reimburse twice and now ebay not responding to my cry for assistance

I'm not sure I understand what happened, but it sounds like you need to talk with Ebay. If you do social media I'd suggest Ebay for business on facebook.
