Best Offer bug? Pre-selected payment methods.

I've received and accepted numerous Best Offers that come with the ebay-generated system message that the buyer has pre-selected a payment method and I'll be paid once I accept the offer. 

This is a bug, lie, or something else because it is not true.

After accepting, i do not receive payment and am twiddling thumbs until they decide to pay. Next photo showing order details without payment after accepting offer:

So, what gives? Anyone else seen this problem? 

Thankfully, this buyer did pay quickly (11 minutes), but the statement of immediate payment is wrong.

11 minutes is not like 4 days. Who knows where it has to go to be processed and accepted as a payment before you get an email.

Do you use Immediate Payment on your Fixed Price listings?

 

Do you know how long it is between the time the buyer clicks the Pay button and when it shows up as Paid on your end? I don't use IPR so I don't, is it instant or is there a delay of a few minutes?

I would consider 11 minutes immediate. I have made purchases on ebay and seen the "payment pending" message on the item in my purchase history for a lot longer than 11 minutes many times.

Yes, I have that setting enabled. Though it states for Buy It Now whereas this is Best Offer. My understanding is that those are two different actions.

Did you look at your settings when you set your prices?  Look at this image:

 Ebay was nice enough to enable all the settings on my site, even though I do not accept best offers, give automatic refunds or do volume pricing.  I think it's rather underhanded.  It's not the way I have had my shop set up in the past.  Check your shipping too, as ebay also enabled international shipping on my site.  I only ship to the US and Canada. 

 

Also make sure that you do not have auto refunds enabled, which again,  Ebay turned on.  I opted out of this feature as well in the past.

Wow. That is shady. 

I did have a few settings restored to default when they rolled out the redesign of the listing interface. Such as Global Shipping and no exclusions for buyer location. 

Once i changed them back to my preference, they've stayed that way thankfully.
