The problem is not ebay.
Buyers in Sri Lanka having problems paying using a debit card should contact their bank:

Contact your bank or card holder. They can explain.

What type of card is being rejected? If it's a credit card try paying with PayPal.
If it's a debit card try later or call your bank because at times some banks in Sri Lanka limit foreign transactions.
