Automatic payment method adding request on item listing

I can't add listing as I'm requested to add automatic payment method:

Please add your Automatic Payment Method.

You don't have an Automatic Payment Method on file with us to pay your eBay seller fees. Until this is completed, you can't list or revise any additional items on eBay.

Click here to add your Automatic Payment Method.

I try to add it but I get the message that this feature is being retired:

Please note, eBay is retiring this legacy one-time payment link.

How can I add the listing?

Maybe it's an old link in the email and eBay needs to change it? I don't know, but you can go to this page @yura_coupe : https://www.ebay.com/sh/fin

Scroll down to the bottom and on the left you'll see Selling costs - manage that setting and add a payment method.

I don't know if it will be the same for you as you're located in Ukraine and listing on .com, but that's how it is for US sellers on .com.

The issue was in wrong ebay messages. 
The real issue was Ebay - Payoneer connection. That waited for Payoneer account verification. 

After account approval by Payoneer and some delay Ebay selling functions became active.

OP is in Ukraine.

As you are registered in the USA, it's not likely that their fix would be your fix.
