Am I Understanding Ebay Declined Payment Notification Correctly?

That Ebay is now Removing all Fees associated with each seller sale and then sending the remainder of the sale amount to the sellers bank account?

When you click on the Ebay message notification this is what I am Understanding.

Is this the reason for the recent declined payment notifications ?

Is Ebay Playing catch up with Fees?

Holding the seller payout Transfer until the Ebay Fee is Collected or caught up?

That would not make sense since Ebay has a Path to collect their Payment on file already .

Ebay is stating in my Notification that it is a "Bank" Issue" Must be theirs since mine is having No Issues at all.

As a seller with Concierge Service I would suspect that all Sellers would have received constant notification of this important Disruption payments since this is why we are here in the first place .
