If you're referring to a credit card, I don't know the answer for sellers in Pakistan. Certain countries are required to use Payoneer.

You don't need a card to list, but you do have to sign up for Managed Payments and attach a Payoneer account so you can be paid.

You need to link a Payoneer account to eBay for payouts. Payoneer lets you know right away when you're successfully linked. Then it takes eBay 2-4 weeks to activate your selling account. They'll send you an email saying you're all set when you're approved.

Then you'll need to attach a payment method for seller fees that aren't taken from your payouts.
