It sounds as if you didn't know you had been signed up for the Global Shipping Program nor that you are now selling internationally.
On the bright side, your export sales are well protected by the Program and you should get more sales than if you stuck with the USA.
On the down side, eBay does not encourage sellers to use the program for items that will sell under $50 USD.
This is because your buyer will be charged her own nation's duty and sales taxes on purchase, and before you are told to ship. Since here in Canada our import limit is $20CDN (about $16USD) and our border services usually just ignore *such low value items, your buyer may be angry and refuse to pay. In such cases, if you can cancel promptly, do so. It won't get better. Don't try to hold an unhappy buyer to a sale. Some sales are not worth having.
That being said, I have always shipped internationally, through Canada Post, and have had less difficulty with overseas buyers than with Americans. I just shipped a book off to Qatar today, for example, and Australia, France and Norway are common destinations. No idea why Norway.
Look at your listings on a desktop or laptop. Change the URL from eBaydotCOM to eBaydotCA. You are now searching from the Canadian site.

Those listings use the GSP. If they are under $50, try to remove the program. It won't be useful. It is useful for items over $100, actually reducing the few problems involved with shipping overseas and protecting your feedback.
