I did not get paid what winning bid was supposed to be. What can I do about this situation?

Go to the bottom of this page (or most pages on eBay actually) and click on Resolution Centre.
This will allow you to open an Unpaid Item Dispute.
You can do this after 96 hours (48 hours if you are in the USA).
The buyer then has 96 hours to pay you.
If he does not, the transaction is void, you get your Final Value (selling) fees back, he gets a Strike which makes it harder to buy on eBay in future.
Now.
Do NOT leave feedback.
Do NOT ship.
Do NOT respond to messages telling you to text the buyer.
When you relist:
Block the deadbeat.
Go to your Seller Preferences/Buyer Requirements and put an automatic Block on buyers with Unpaid Item Strikes.
Do NOT use Auction.
Use Fixed Price. If you are sure of your price also use Immediate Payment Required.

Looks like reallynicestamps posted some good advice on what to do. I just wondering about your wording. Did you not get paid? Or you didn't get paid as much as you were expecting to be paid? If you put the item up for auction and didn't put a reserve price. Then the item will sell for whatever the highest bid is. If you didn't put a reserve price and didn't get what you wanted for the item. You can cancel the order and not ship it out. This doesn't look good on your account. You would not want to make a habit of it.

To say the least.
You would get a Defect.
Defects can lead to higher fees, restrictions on the number and value of your listings, or even a closed selling account.
You really really don't want Defects.
