You generally don't pay for vehicles through eBay like you do other things.  See the terms of sale and payment.

Keep in mind that you can win the bid, then walk away as eBay Motors transactions are non-binding.

eBay doesn't handle payment arrangements other than to take the buyer to PayPal to make a deposit if one was required.

Payment arrangements are between you and the buyer. VPP says to be eligible for protection payment must be from and to a financial institution. 

Most buyers inspect the vehicle and then pay cash and drive it away.

It works differently than the sale of toothpaste or tennis shoes.
